neighbor harrasment
Our neighbors moved in, everything was fine until one day he started swearing at me in front of our children telling me to shut my ******g dog up. He then threatened to have them taken away. He called the police saying the dog was barking for a half hour. I had a reciept from a phamacy saying I was only home for 15 minutes. My husband went to say we were sorry, not good enough. Since then, he used obsentities numours times to me and used vulgarites in front of my children.Countless times the police were called.he recieved a dis.ord.conduct.after that I began recieving phone calls at all times and hang ups.a trap was put on our phone through the police dept.the calls were traced to his personal cell phone, he recieved another dis,ord conduct.I then began recieving gifts in the mail as well as subscriptions to the price of almost $1000. ''someone'' signed me up.he continues to harass me by making kissing noises @ me when outside, he mocks my husbands name when he is outside. we invested in security cameras and he called the police saying we were taping in their bedrooms.the police reported CLEARLY the cameras are not even directed at the house. Who do I contact to help? Our life is miserable. Is this harassment, who do I contact?

Re: neighbor harrasment
This is obviously a difficult situation for you. You might consider obtaining a harassment restraining order and injunction against him for any continued harassment or having any further contact with you or your family, and if that is granted and he violates the order, then he may be arrested and charged by the police. Please refer to Section 813.125, Wisconsin Statutes. You might also consult with the police and your county's District Attorney's Office in potentially having him charged with Criminal Harassment, which could ultimately involve him being charged with a misdemeanor and then potentilly a felony. You could potentially also sue him, but you will have to be able to prove the allegations as to the gifts and subscriptions as to those damages.

I feel very sorry for you. I believe your State law must be able to come to your rescue and you are entitled to file a case in the local court against 'nuisance' activities of your neighbour. The courts are not powerless to put an end to such nuisance and harassment activities.
