Legal Question in Civil Rights Law in Wisconsin
Can a police officer leagally be driving behind someone and check your plates and then stop you, even though you didn't do any moving violation? Can he just stop someone because he said he checked the plates (for no reason), and found out that plates were suspended?

I believe that the answer to your question is yes. If the officer checks the plates of a vehicle and determines that the registration is suspended, he would have a basis to make a traffic stop.
