he won't return my cats

My friend moved in with her boyfriend in Wisconsin

several years ago. She brought with her four cats she

had owned for years. They broke up about a year ago,

and she let him hang onto the cats temporarily while

she resettled in another state. Now she wants her cats

back, and he refuses. Does she have legal recourse?

Such matters are frequently resolved in small claims court in the county in which the defendant resides.
