Holding a raffle

I don't know what the legal area would be for this question, so I just selected something that sounded good. I hope you can still help me.

I belong to an online charity that makes and delivers quilts to the children at St. Jude's and Shriner's hospitals. I would like to make a quilt, raffle it, and use the money to purchase batting for making more quilts.

I was given the impression that you can take donations and offer something to be raffled as a gift, without permits etc. I would like to know if this is true, and if not, how does one go about holding a legal raffle?

Raffle legality

Best bet is to get out the phone book blue pages and start calling state agencies, such as consumer protection agency, department of state, or licensing. Each state has its own law, but typically a charitable raffle must be conducted under the auspices of a formal organization, and it must have a license to do so.
