do I have a legal obligation to fill out the American Community Survey in it's entirety or can I just enter the number of persons living in our home?

You have to answer all of the questions. I doubt you will be prosecuted if you refuse, but the census takers will keep asking and you won't be able to make them stop.
Bear in mind that the Census Bureau is very serious about protecting your confidentiality. No other agency -- including the FBI, IRS, ICE or CIA -- has access to your answers. No court will order the Bureau to disclose your information. Any Census Bureau employee who reveals your answers would be guilty of a serious felony and would face both prison and a very heavy fine.
