Legal Question in Construction Law in Wisconsin

We needed some repair work done on the roof. I called the guy to get a proposal. Several weeks later I called him back and told him that I chose to do just a certain portion of the roof he said that it would be about a week or so before you get someone here. About two weeks went by and a man showed up and said he was here to fix a roof I told them we were only getting a certain part of the roof done that had a leak I asked him how much it would be because the proposal did not itemize the specific amount. He said I would have to wait until the second guy showed up when the second guy showed up he told me that the original person who did the proposal was not able to make it because he was at a funeral and would show up later and let me know so they started working. They left two hours later without saying a word and now the original proposal guy is telling me I owe him $600.

I'm not saying work wasn't done what I'm saying is I would never have agreed to this small repair job that they did if I knew it was going to cost $600. I would have went with someone else. I did not sign a contract saying that I would pay $600 for such services am I legally required to give him $600 for a job that I never okayed paying that much too do?

While the WI consumer protection laws require home improvement contractors to provide a written proposal with a clear description, price and completion date, these rules are often less strictly enforced for smaller projects such as yours. If the work was done adequately and is worth roughly what you were charged, most judges would allow the contractor to get a judgment against you, or would sustain a construction lien filed on your property if you challenged it, despite minor noncompliance with the rules.
