Legal Question in Consumer Law in Wisconsin

Is this fraud?

i bought a computer on e-bay for 56.00 the picture

showed everything in perfect condition, some stuff

still in plastic. when i got the item, pieces where

missing. the piece that was still in plastic didn't

come instead a different piece came, cables sliced and

held together with electical tape and broken pieces

not the item in the picture. i cancelled my check and

told the seller i will send the item back if he pays

20.00 for the cancel check fee plus 10.00 to mail it

back. he reply this is fraud and he call consumer

protection. please help.
