Collection notice for unknown bill

I recently received a collection notice for a fee charged by a fire department in a town I haven't lived at in 3 years. I think they are trying to collect for an ambulance ride I had over 3 years ago. I never received a bill directly from the Fire Dept. nor did they tell me up front there would be a fee for the ambulance use (I assumed my taxes paid for it). Can they legally charge me for a service without stating the fee up front and then send it to collections without ever sending me a bill first?
