I had a judgement against me without recieving a summons

This is extremely common since any creditor who is suing in WI is allowed to publish a summons in the newspaper rather than serving it once they prove in court that they have been unable to serve it after a reasonable effort. You therefore need to consult with an experienced bankruptcy lawyer as soon as possible if you cannot pay it. Otherwise, you could be subject to wage garnishment, seizure of assets and a judgment lien against any real estate you own (to say nothing about the impact upon your credit). Of course, there are other alternatives such as either paying it or moving to reopen. Reopening, however, is usually impossible unless you can prove excusable neglect, which is very difficult to prove in WI.
