what can i do about medical bills that have been turned in to a collection agency that should have been build to my state insurance plan hmo

Unfortunately, creditors are not necessarily responsible for billing you insurance company, although medical providers often do this in order to speed up payment. You should therefore submit them yourself if you believe that they have not been submitted. You should do so as soon as possible, since many policies will not consider bills which are too old. It this fails, however, and you have major medical debt, you owe it to yourself to discuss this situation with an experienced bankruptcy attorney. Medical bills are usually 100% dischargeable in bankruptcy. Another possibility for the insurer not paying them may be that they were disallowed under the terms of your policy or were a copay obligation.
