Legal Question in Credit and Debt Law in Wisconsin

Is there a way to stop marrinette county from intercepting my wisconsin tax refund due to and old medical bill that my insurance (at the time) would not cover? Marinette county took the responsiblity for the bill (at the time) and will continue to intercept it every year untill it is paid. any help is appreciated.

Counties usually do not intercept taxes to collect medical bills, nor do they even usually pay medical bills on other people's behalf, so I do not fully understand what sort of a claim this is. I am therefore guessing that this really relates to a medicaid or other type of government lien. Unless the claim involves some sort of fraudulently obtained benefits or lien, it may be dischargeable in bankruptcy. You should therefore consult with an experienced bankruptcy attorney if you want to get out from under this levy against your income tax refund, but further investigation is also required to see whether or not that will work.
