Signed contracts are not necessarily required for all legal billing, but are often expected by bar association rules when billing is likely to exceed $1000. Even then, however, other understandings or a history of doing business can suffice (such as, for example, participating in a legal plan which sets up a billing framework for both attorneys and client participants). Legal work done on the phone is billable, just like legal work done in court.
