It depends on whether or not he is being extradited to WI or if he is fighting extradition. It also depends on whether or not he has open charges in MA. If not, and he is just waiting to get picked up and taken to WI, then you don't need to get him an attorney. However if he is contesting the charges and/or extradition and/or has cases pending in MA you should get him an attorney in MA.
