In a criminal case of Drug possesion with intent,what is a charge modifier

I am not certain what you are referring to as a charge modifier, but there are numerous sentence enhancements providing longer prison terms for nearly all convictions in WI, if, for example, the crime is committed while possessing a gun, or committed by someone with enough prior convictions to be classified as a habitual offender (only one previous felony is required for that one). One particular penalty enhancement for drug convictions, however, are the statutes calling for additional prison time if drugs or dealt or possessed within 1000 feet of a school or park.
