Can you sue someone for attempted homicide beacuse they greased your breaks?

Provided you suffered damages (even emotional damage), you could file a civil lawsuit against them, but you'd have to have some reasonable, evidentiary grounds to demonstrate in the initial pleadings why you believe it was them who did it. If a good-faith investigation of the facts were to show that it was not them, or that there just isn't any good evidence on which to continue the claim(s), you'd have to withdraw the suit against them.
And, by the way, this is more a civil-law question than one of criminal law. But, in as far as criminal-law remedies are involved, you could file a police report. Again, you would havbe to have pretty solid evidence, though.
