New evidence
If a new trial is ordered for a Defendant, can the Prosecutor bring in new character (of Defendant) and material evidence to help him with this new trial?

Sure - the prosecution would need to amend their witness list and comply with any on-going defense demand for discovery that may have been filed and served already. But the defendant can do so, too!
