Legal Question in Criminal Law in Wisconsin
Can I file a motion to reopen a case if no appeals have been filed and its been 5 years? Also does the motion get heard by the same Judge that sentenced the defendant?

It would be a Motion for post conviction relief. Such proceeedings require NEW significant and compelling evidencewhich was not available at the time of trial or a plea to reopen.
