How do I get my gun rights back after a 1996 conviction of dv?

If you are referring to a conviction for any domestic violence related crime (even misdemeanors), the answer is no, at least in terms of federal law; the resulting firearms ban is lifelong under the FBI's current interpretation. The FBI does, however, offer an administrative appeal option to challenge the ban if yours was a minor incident where there was arguably no violence, and you have to options of carrying on this challenge into the court system if you lose. If you want to attempt to restore your right to possess firearms, you should therefore retain an experienced criminal law attorney.
