Is the use of hallow point rounds illegal in Wisconsin?

No, .22 hollows are very commonly sold here and I don't know of any restrictions on them. It is normal for all hunting ammo designs to feature expansion upon impact in order to better stop game. All expanding tip ammo is banned under the laws of war (Geneva Convention?), however, for military use, so perhaps that is what you are thinking of?
