Hi...from Wisconsin...
If some people have been watching you for 4 years now.......even outside your county, just about everwhere you go.
Would this be a possible police investigation and what could it be for?

Police have been watching all of us for many years, via the NSA and other agencies. Watching public activities is perfectly legal and normal, regardless of who is doing it. While it could be the police watching you, it could be normal public surveillance which leads nowhere unless illegal activities are noted. If you are worried, you should discuss all of this with a local attorney or, possibly with a counselor or or psychologist.
