Legal Question in Criminal Law in Wisconsin

I live in Wisconsin. At my highschool they bring in drug dogs to search cars. My friends car was picked up by one of the dogs, and they got to search it. When they searched all they found was burnt weed and residue on the ground. Nothing else. They didn't charge him but are thretening him that they will unless he narcs someone out. How do they prove it's his weed? And are there any steps he can take to come out on top?

First, if there is enough to charge the person with a crime, they will be charged eventually. That is true whether they assist police or not. As a result, the person would be wise to speak with legal counsel before doing anything.
