OTSC normally stands for "Order to Show Cause" which often relates to some sort of contempt of court matter, meaning that it is serious business which can lead to jail time if not handled correctly. It is usually paperwork which is served upon someone, giving them a chance to come to court and show the court why it should not do something which the court is already inclined to do (typically on the basis of sworn evidence which has already been provided by the opposing party, such failing to pay child support). The most common thing of this nature would be to impose a jail sentence on someone for failing to pay child support, but there are hundreds of other potential cases where one of these could come up.
