can they make me pay my husbands rent for a halfway house, his PO payments and restitution payments until he gets a job when he gets out of prison?

No. The liability for payment and satisfaction of those expenses are solely his and his alone. But marital funds belong to both spouses equally in this state, absent a written separate-property agreement, and are normally used to pay those things by and for a married person. Though that person's spouse is not personally responsible for such costs, the spouse's assistance is often required in reaching funds for the person to pay those things.
