Each state has different requirements one must meet before one can obtain executive clemency which is generally the only way to have one's civil rights restored; which includes the right to vote, to hold public office and to possess firearms.

As a general rule, the governor�s office and/or the cabinet control clemency. The body that controls clemency varies from state to state so you need to check with the Office of Executive Clemency (or some similarly named office), which is most likely located in your state capitol.

Clemency is entirely within the discretion of those politicians who have the power to grant it. In most states, clemency may be granted to restore most civil rights with the exception of those dealing with the possession or use of firearms, since that could be used as a political weapon against a politician should he grant clemency and then the grantee use a weapon to commit a crime.
