Restraining Order
Can I get a restraining order against someone who hasn't harmed me or threatened me?

I doubt it, as it is basically a prerequisite to have first been threatened with physical harm or otherwise severely harassed by another before a court will issue a DV or harassment injunction against the person for you. Otherwise, courts would be issuing them right and left against folks for no real reason at all.
