What's the typical penalty in WI for shoplifting if it's a first offense?

That depends on the circumstances of the offense, such as the total value of the items stolen. But it could range from a simple fine to a year or two probation, depending on whether you receive a municipal (fine only) citation or are charged with a misdemeanor in circuit court.
