Two Tickets for Disorderly Conduct One Hour Appart
Actually, it is fairly common for officers to cite people for the same offense more than once if their behavior doesn't improve at the first ticket is issued. This is legal and allowed, provided that each charge relates to a separate act. For something as vague as disorderly conduct, however, you may have an argument that it was all the same ongoing course of conduct ("tending to cause a disturbance" under the State DC statute). If both tickets were for the exact same act, you would have a double jeopardy argument in criminal court. Your daughter really needs an experienced criminal lawyer as soon possible.
