if a citizen wanted the state of wisconsin to make 1st drunk driving offense a state violation (crime) what steps need to be taken?

You should talk to your state legislator and ask him or her to submit a bill to change this law at the next legislative session. A citizen petition drive might also be helpful, although it is not mandatory and the government would not necessarily need to abide by it, even if you obtained lots of signatures.
