Legal Question in DUI Law in Wisconsin

Wisconsin reciprocal driver license supention states

What are the states that do NOT have reciprocal agreement with Wisconsin for driver's license suspension?

Or, if a Wisconsin resident gets a 1st time DUI conviction, and thus have his/her driver license suspended, which other state can he/she go to and be able to get a driver's license ?

Or, will a driver from South Carolina have his/her driver license suspended if he/she get a DUI conviction from the state of Wisconsin ?

Or, if a Wisconsin resident gets a 1st time DUI conviction, and

thus have his/her driver license suspended, which other state

can he/she go to and be able to get a driver's license ? NONE

Or, will a driver from South Carolina have his/her driver
