several years ago my wife & i moved up to wisconsin- 16yrs. i got a dui roughly 18 yrs ago, went to court, paid the fine, went to nicasa and completed after care treatment, but could not pay off the nicasa at that time. legally there is nothing pending. I have been disabled several years now, and my wife now is disabled. i tried to apply for a drivers license in wisconsin and openly stated i once had a license in illinois several years ago. they checked and i need to be reinstated from illlinois. what can i do? we have no intentions of moving back to illinois. are there any limitations?

Unfortunately, I believe that you will need to pay your treatment fees in IL (as well as anything else the agency wants you do before you can reinstate. I have confronted this issue for clients many times and was never able to convince WI DMV officials to ignore old revocations from IL, no matter how unreasonable the IL requirements were. They are required to do this on account of the WI reciprocity agreement with IL. You therefore need to retain IL attorney, preferably from same county where you were originally charged.
