can a convicted felon teach in WI

Yes. Only if the felony is not one that is a certain crime against children and crimes
against life and bodily security for six years after their convictions.
OTOH if the conviction seems to have a direct correlation to the job the person is applying for then there can be discrimination against that person for that crime.
