Who should have access to a student's entire educational file, including psychological tests, aptitude tests, etc., and what can be done if the student's file was released to a person not related to the student, who had personal reasons for wanting the information?

There are rules absolutely governing this. You need to take this to a local education law attorney,--preferably one with experience suing school boards.
Students have a privacy interest in their educational files, but teachers are entitled to know what they're dealing with. This doesn't necessarily mean that the rights have not been violated, it's really a case of specifics, so take it to local counsel.
The other thing you need to do is find out who handles theses issues at the school board. Don't tell them the specifics, just ask questions until you get the right person. You're looking for the student records administrator, or someone with a similar title.
Once you have the facts and the specific policy, then you can see whether it has been violated.
