Legal Question in Family Law in Wisconsin

fathers visitiation

the mother of my children moved the kids to wisconsin and now is getting child support for both but i cant really contact the kids due to her never having a house phone, her cell is disconnected and her current live in boy friend is jealous and doesnt borrow them the cell he has so i bought and gave my kids a cell to call me but have not called me or answered my calls or texts.. what can i do.. i live in illinois
