how do i give up my rights as a father and can i use ch13 to solve back child support?

You cannot simply terminate parental rights to avoid financial responsibility. Without consent of the other parent, a termination will not occur.

Child support is not a debt that can be addressed in bankruptcy court. It is exempt from such proceedings.

I agree with Maury except to say that you can schedule back child support as part of your chapter 13 payments (you can't stop paying).
