Giving back guardianship to a parent

There is a girl I know who is 19 years old. She had a baby when she was a minor, at the age of 16. She had signed guardianship over to her mother at that time. She was told it was to ensure that the child could get insurance, etc, and that she-being the parent when then be given back guardianship at the age of 18. The then minor is now an adult and living on her own, but there is one problem. The grandmother of the child will not give guardianship to her daughter. The parent of this child does not know her legal rights if any, and mother and daughter do not agree on parenting. Grandmother makes the child call her mom, and his mom by her name. The mother has 2 jobs, believing she can support the child, she does not go out and party like many her age would. What should she do?

She would have to bring a legal action to get custody of the child returned to her. That might be doable, based on what you tell me.
