non compliance of divorce settlement

my ex-husband is not living up to our divorce settlement in regards to our outstanding debit.

Do I have to take him back to court? Do I need to hire an attorney?

I assume you mean he's not paying on debts he was assigned and you are getting calls from creditors? Your divorce settlement is between you and your ex, the creditor remains able to pursue either of you. You can go back to court to enforce the settlement, you can pay the creditor to avoid adverse credit impact to you, and then seek reimbursement and sanctions from your ex, among other possibilities.
