Serving somone you can't find

I am looking to take someone to court, except I don't know where the individual is. I have hired a private locator who can't find the person either. Can I still file papers with the court even though I can't technically serve the individual?

Yes - you can obtain service by publication. This is really a legal fiction, but our laws provide that service of process through the publishing of the summons in a legal publication recognized by the court where your case is properly venued gets you the same results as if you had obtained service in person. Check with the clerk of court for all the details and requirements.
