Legal Question in Family Law in Wisconsin

My sister got married to an American from Florida. They got married in the Philippines Oct. 2010. During the first year he was very supportive of her. But never did anything to petition her to join him in the US. Since July 2012 he hardly contact her citing that he filed bankruptcy. My sister had been very considerate and understanding of him and his situation. But since Oct 2012, he has not communicated with her. We (my other sister from Florida and me from WI) tried to reach him but still nothing. He acknowledges the marriage since he got my sister TIN# and claims her as his dependent. My sister wants him to divroce her but she is in the Philippines. Any advice on what should our next step should be? Thanks.

I am not sure what this has to do with Wisconsin family law but in general...

There is a residency component to filing for divorce. Divorce can only be filed where one of the parties reside and have resided for the statutory period. SO, start there. Check the laws of the state where husband lives and where wife lives. and decide on filing for divorce based on that information. Each place will have benefits and drawbacks. Pick the best place given the information you find.
