Legal Question in Family Law in Wisconsin

From Wisconsin. My question is on how I can get sole custody and possibly sole physical placement. My child's non custodial parent has failed numerous drug tests (through the courts) and can't comply with methadone clinics to stay clean. Ex also refuses to follow court orders on attending our child's therapy sessions and refuses to give our child prescribe medication for ADHD. Also cant comply with finical obligations and have been back to court a few times because of that issue. We have a GAL and when I brought up concerns with medication not being given the GAL said she would communicate to Ex's new significant other who has no legal rights to our child, they aren't even married. I don't understand why chance after chance in given to someone who clearly isn't interested in being a parent.

Wisconsin is a chance after chance state.

The presumption is that both parents involvement is in the best interest of the child.

It is hard to make a case without an attorney to get the point across.
