on what grounds can you make a citizens arrest and what means can you use to do it

I could not even consider advising you without knowing the fact situation you are concerned with. However, the best bet if someone needs to be arrested is generally to call the authorities rather than attempting a citizen's arrest. While law enforcement officers are legally immune from suit when they are acting within the scope of their lawful duties in arresting someone, citizens have no such immunity. Any unauthorized person detaining somebody may therefore get sued civilly for false imprisonment or even charged criminally with kidnapping.
