Legal Question in Civil Litigation in Wisconsin
Drunken Abusive Neighbor
My neighbor of 9 years is an abusive, alcoholic with sexual obsessions.
She is constantly drunk & making foul comments about my family to us, to neighbors and to visitors. When she doesn't get a response, she resorts to calling the police for some imagined reasons. She also makes unbelievable coments about the children in the neighborhood, mine included, insinuating that they are sexually obsessed in one way or another. Since the weather has turned nice, we have had 3 incidents. Is there anything I can do to protect my family from her drunken maliciousness.

Re: Drunken Abusive Neighbor
Unfortunately, our legal system is poorly
equipped when it comes to nieghbor problems.
There are a number of restraining orders varieties,
including those available for harrassment,
which may be helpful, and which most parties
can file for on their own by going to the
clerk of courts office. You can also sue
for monetary damages due to infliction of
emotional distress. Even if you are succesful
in any of these, however, the best you can
hope for is a piece of paper telling the person
what he or she should do. The law will not
provide you with a full time mediator to see
to it that the orders are carried out. For
this reason, any court order can end up being
inneffective. Have you considered videotaping the outbursts?
Another alternative would always be moving, which is the only
sure thing.
