Legal Question in Civil Litigation in Wisconsin

My ex-bpyfriend made very specific comments to me, and I witnessed very compelling evidence, that has convinced me that he tortures his mother and has kept her imprisoned in a wooden crate in his bedroom, and a bunker in his basement, for at least the past 17 years. She has made statements to me that have confirmed his statements. I tried for two years to compel local, county, state, and federal law enforcement agencies to conduct a proper investigation. They all refer it to local police and they have refused to investigate. I am utterly traumatized. I have lived a nightmare every day since March '09 because I can't save this woman. Can I sue him for emotional distress, and can I subpoena his mother, the victim, and compel her to undergo an examination by a doctor appointed by my attorney to determine if there is evidence of the torture he claimed to have done to her. And if so, where can I find a pro bono attorney in the state of Wisconsin who will help me?

Although I do not know of any lawyer who would be able to help you free of charge, everyone always has the right to sue on their own behalf in most American courts without an attorney. This is known as pro se litigation. The right to sue, however, does not mean that you will win, or that you won't be penalized by the courts for bringing frivolous litigation if the case turns out not to have merit and was arguably brought in bad faith or file out of a desire to harass the opposing party. I would therefore ask you this: assuming that you have not been successful in convincing the authorities to act upon this matter despite two years of effort, what makes you think that the outcome in a new court case will be any different? At best, the judge would possibly refer the matters to the local Human Services authorities for further investigation. Odds are, this investigation would probably be redone by the same folks who you have failed to convince in the past. You therefore might instead need to ask why you keep failing, and to likewise confront the possibility that you, rather than the allegedly falsely imprisoned mother, might be the one who has the problem.
