keeping cat as leverage

My relative visited an aquaintance and took her cat with her. While she was there she was hospitalized and left her cat with the person she had visited. That person claims my relative stole $100 from him and now refuses to return the cat until he gets the $100. I don't know the truth about the money, but I care about the cat. Is there anything I can do?
