banning non-tenant from property

I have a non-tenant who has verbally threatened my caretaker. I wrote him a letter banning him from this Wisconsin property. He has friends and family in the complex who say they are cooperating, but he is still seen on the grounds. The police say that my written letter isn't enough, that a court order is needed, but they weren't able to explain more. Isn't there a simple way of legally keeping this guy off the property without my caretaker having to obtain a harrassment order (if that's even possible), or serving my tenants with 5-day notices saying they must cooperate or leave? Thanks.

What was the threat? The caretaker likely needs to get a restraining order.Call the county attorney and find out the procedure.
