Legal Question in Landlord & Tenant Law in Wisconsin
we live in a duplex. there is one other apartment. those people were arrested 1/07/2017 for drug sales and drug house. can we legally brake our lease and get our deposit back

While it might not always be easy to prove, the law recognizes constructive eviction, where conditions in a rental become so unbearable you are forced to break your contract. A drug house on the other side of your duplex could provide such proof, depending upon what went on there and how much many times that you can prove that you gave notice of the problem to the landlord, without its being remedied. Your argument weakens, however, once the druggies are arrested and gone from the area.
