Return of Security Deposit

I expected the return of my $625.00 security deposit and received 50.00 and a letter telling me $200.00 of it was for the water bill, $20.00 was for a hole in the screen and 210.00 was for the door which was broke, and the remaining balance she is going to keep until she receives the bill for how much it is going to cost to have someone come in and fix the screen and door. She has not paid the water bill, the door which is vinyl costs 52.00 and the screen costs about 7.50 we lived there for 4 years I have a video tape of the inside the day we handed in the keys can she keep this money? It has passed the 21 days since we gave our 30 day notice she has not given us any receipts. The place was a disaster when we moved in we fixed up a lot of things while we lived there and when we moved out we painted and cleaned carpets the house was spotless. The only thing wrong with the sliding vinyl door was the track was broke so the rollers do not all stay on the track. Is this normal wear and tear? It is a cheap closet door. Would small claims court be a good option for us?
