writing ''decieced'' on certified mail

I took my tenant to court and won. She did not pay. So, I sent her the financial disclosure form. I got it back with the signerature part scribbled out, her info scribbled out, and her name crossed out and she put ''decieced'' across it. Is that legal? Is there anything I can do about it? She remarried before I took her to court and quit her job. Can't I garnish her husband's wages?
