How do you go about bringing disciplinary action against a psychologist or bringing legal action against them?

Discipline of health care professionals is handled by the Wisconsin Department of Regulation and Licensing. That department has a web site from which a complaint form may be downloaded.
As far as bringing a lawsuit for compensation, you should contact a lawyer who handles professional negligence cases. The usual statute of limitations in Wisconsin is three years from the date of injury, although there are some exceptions to the general rule.
