I had an auto accident involving a cop. I was not issued a citation, but my insurance has accepted liability. I do not believe it was my fault and would like to know what I can do about it.

Of course, you always have the right to sue for your damages as well as for a determination of liability. However, this will be time consuming and expensive, so you need to think long and hard about if it is really worth it. Since you have insurance, this quite literally becomes your insurance company's problem, so there is a lot to be said about simply allowing them to do their job. A lawsuit will normally result in a jury determination of fault in terms of percentages of fault, but that would typically be several years away and the expenses of getting to that point will likely run into tens of thousands of dollars. Also be aware that there is a strict four month statutes of limitations in WI to present a claim against any governmental body; failure to comply with this will often lead to dismissal of your case.
