Question about possible personal injury case

if someone hits someone else and causes and injury that requires medical attention, but no police report was filed or even filled out, is the person that hit the other liable for any medical expenses that may be incurred?

Generally speaking, the answer is yes. That answer is dependent upon whether or not the case can be proven. If there are problems with proving what happened, the case could be lost. I believe that the statute of limitations for intentional torts is two years from the date of injury. Check that time limitation yourself. Whatever the statute of limitations is, that is the time within which you would have to file a case against the person who caused the injury.
